Classification

I was writing a report about the policy and regulation part of the world's ICT industry in MS Word. One of my reference is the Nigerian Communication Commission Three-year Strategic Management Plan 2004-2006 (http://www.ncc.gov.ng/SMP/Approved%20SMP%20%202004%20-2006%2014_04_2004.pdf).

In the plan report, there are six goals that Nigerian government expects to meet at the end of 2006. I read them from the beginning and copied some key points and classified as the same six main ideas. There were several lines of break between each goals in my own report. But, how to decide how many lines of break are approriate for the docuemnt? How to make them as neat and beautiful as possible by simply press the ENTER several times?

Finally I chose 10.5 as the text size and seperate each goal with 5 lines. Emm... excellent! Is it some kind of human instinct of CLASSIFICATION?
